It's a bit of a catch-22. Teachers aren't allowed to do anything to bullies that would effectively remedy the situation. But they DO have to stop fighting, even if force is necessary. Believe me, teachers don't like how these things pan out either. Unfortunately, bullying is both the hardest and most convoluted problem a kid has to face alone.

Maybe just talk to your teacher if you think you need help instead of expecting him or her to magically know what happens between you and your peers in the breaks when he or she is not around? If the first one doesn't help, talk to other teachers, talk to your schools social worker (that's what they're for), to your headmaster... Bullying is taken serious by staff at most schools nowadays (at least in Germany where I work) but teachers are human beings who only have two eyes and can only be in one place at a time so they can't see everything that's going on. Especially to inexperienced teachers often the victim seems to be the problem because he usually is the one who seems overly-aggressive and involved in physical fights - that is clear to everybody. What the motives behind that behaviour are on the other hand usually is less visible. There are also a lot of aggressive kids who have problems with anger management who don't get bullied - it's hard to decide from the outside. talk.

My teacher didn't really care too much whenever I hit anyone because they knew I never ever hit someone without a reason. Most of the times the kid would come crying to the teacher saying I hit him and the teacher would basically respond with: "Alright what did you do to him?" of course they did tell me to stop but I'm completely convinced they trusted my judgement, since I am a very passive person in general.
